Limit Size of Waitlist

We'd like to be able to set a limit to the size of a waitlist. For example, we'd like to be able to set that waitlists are enabled for an event but that only until four people have joined the list. Otherwise, we'll end up with huge waitlists for certain slots and it will stop people from signing up for other opportunities or joining shorter waitlists.
