Additional Option for Pending Offers

We'd find it useful to have an additional option for pending offers so that we can essentially decline those offers without deleting them completely.

In other words, if we have ten offers for a slot where six volunteers are needed, we'd like to be able to accept six offers and then stand down the remaining four with an email to say that they're not currently needed. However, we don't want to just remove their offers completely, because if someone else cancels then we may need to still call them up. And we don't want to just leave them as pending because then people think that we haven't seen them and contact us to check on their status.

Ideally, we'd want a status like “Not Accepted”, “Not Needed”, “Stand Down” or “Waiting List”.
