Allow Overlapping Events/Slots on a Per event basis.

Right now, allowing overlapping slots and events is an all-or-nothing setting in the system configuration. If enabled, volunteers can sign up for multiple events that occur at the same time.

Could we make this an event-level setting instead of a global one? This way, we could allow overlapping sign-ups for specific events without enabling it for all events. Essentially, if an event is configured to allow overlapping, its timeslots would not be flagged as unavailable when volunteers sign up for other events.

For example, if Event A has “Allow Overlapping Events” turned on, a volunteer could sign up for Event A and another event at the same time—even if the second event does not allow overlapping.
