Lifetime Hour Registration Restriction

I would like to suggest a registration restriction option for events that would limit registrations only to volunteers who have a certain number of lifetime hours. This feature would be very helpful for events where we only want experienced volunteers to be able to register and sign up.

An example for this would be a timeslot event or a service project where we need experienced people but we don't want to send out private registration links every time but have it on our website for people to sign up for once they've volunteered with us a few times.
